Cryoblight Chip

When the killing blow is made from the damage tick of Cryoblight it does not count towards Progress on any mission, codex or kills needed to open doors and similar things in instances, this creates massive issues in RDI and other instances, aswell as missions and codex gaining. (This is only pertaining to the cryoblight, Arsonistic chips still work as intended)

This is a gamebreaking bug and needs to be fixed quickly.
